Random thought for the day - but one that's been bugging me for a while...

Why does the council feel a need to "decorate" a roundabout
with plants and trees so that you cant see
1/ whether there's a car in front of you and
2/ where that car is planning on going cos its being blocked by a big fat shrub?

Anyone has answers?
